So, the visitors are advised not to carry the satellite phone during their visit to India. Extension of deadline for registration as OCI cardholder by erstwhile PIO cardholder

The date for submission of applications for registration as OCI cardholder in lieu of the PIO card online has been extended till 
June 30, 2017. This cutoff date will be only for submission of the applications online by the applicants. A separate online application form for submission of application for registration as OCI cardholder in lieu of PIO card is available in the website https://passport.gov.in/oci/



The Central Board of Excise & Customs has recently released a multi-lingual mobile Apps "Indian Customs - Guide to Travellers" to facilitate international passengers about Baggage Rules. While the English version of the app was launched early this year, the contents of the app are now available in Hindi and in three other regional languages.
2. The app, a first-of-its-kind mobile application, contains a ready reckoner of the customs baggage rules and entitlement of passengers coming from various countries. It contains 24X7 contact details of customs officers of major Airports. The application provides information to users as per their need. After installation of app on smart phones, it works in offline mode. The said app is available on all the three platforms-Android Play Store, Windows & Apple Store and serves as a Ready Reckoner of Customs Baggage Rules and Passenger Entitlements. Introduction of Multilingual Tourist Helpline by India

The 24x7 Toll Free Multi-Lingual Tourist Help Line is launched in 12 International Languages namely, Arabic, French, German, Italian, Japanese, Korean, Chinese Portuguese, Russian and Spanish including Hindi & English. This service is available on toll free number 1800111363 or on a short code 1363 and operational 24X7 (365 days in a year) offering a "multi-lingual helpdesk". The objective of this multi-lingual helpline is to provide information relating to travel and tourism in India to the domestic and international tourists. The helpline also advises callers during the times of distress, if any, while travelling in India and alerts the concerned authorities, if required. This is a unique endeavour by Government of India which gives the foreign tourists a sense of safety and security during their travel in India.

The Consulate General of India, Saint Petersburg wishes to inform that the Visa Service charge for the nationals of Russian federation has been adjusted to the prevailing exchange rates. The new rates for the Visa Service charge, for all types of visa is as follows:

                        Announcement on MyGov portal a competition for selecting a new logo for the Pravasi Bharatiya Divas Convention. Launch of free Tourist Infoline in 12 International Languages

Dr. Mahesh Sharma, the Minister of State (I/C) for Tourism & Culture and Minister of State for Civil Aviation launched the “24x7 Toll Free Tourist Infoline in 12 International Languages including Hindi and English” available on the existing Toll Free Number 1800111363 or on a short code 1363. This includes ten International languages besides English and Hindi, namely, Arabic, French, German, Italian, Japanese, Korean, Chinese, Portuguese, Russian and Spanish.

This Infoline service will provide information relating to Travel & Tourism in India to the domestic and International tourists/visitors and to assist the callers with advice on action to be taken during times of distress while travelling in India and if need be alert the concerned authorities.

Pravasi Bharatiya Divas (PBD) is celebrated on 9th January every year to mark the contribution of Overseas Indian community in the development of India. January 9 was chosen as the day to celebrate this occasion since it was on this day in 1915 that Mahatma Gandhi, the greatest Pravasi, returned to India from South Africa, led India’s freedom struggle and changed the lives of Indians forever.

PBD conventions are being held every year since 2003. These conventions provide a platform to the overseas Indian community to engage with the government and people of the land of their ancestors for mutually beneficial activities. These conventions are also very useful in networking among the overseas Indian community residing in various parts of the world and enable them to share their experiences in various fields.

National Voters’ Service Portal (NVSP)



          Election Commission of India is examining the feasibility of extending voting rights to overseas electors through E-postal ballot or proxy voting. Meanwhile simultaneously initiative are being taken up under ECI’s Systematic Voters’ Education and Electoral Participation (SVEEP) programme to reach out to the Non-resident Indians to facilitate their registration in the electoral roll.

          The Commission has recently launched the online service for the citizens called the National Voters’ Service Portal (NVSP) to facilitate the Indian Citizen. The NVPS portal shall be of immense use to the Non-Residence Indians as the portal for electoral registration i.e. correcting entries or changes in address, searching name on electoral roll.

Know India Programme (KIP)

 

        The Ministry of Overseas Indian Affairs has been organising the Know India Program (earlier Internship Programme for Diaspora Youth (IPDY)) to create awareness about the phenomenal transformation taking place in India and the country’s progress from just a destination for culture, heritage and art to an emerging powerhouse in the global economic system. Twenty seven such programmes have been organised up till now in partnership with different states. Following the success of the programmes and based on the positive feedback received from the interns, the next Know India Programmes (KIP) are proposed to be organised for 40 participants to be selected from countries all over the world. The KIP in the nature of an Orientation Programme is expected to provide the participants exposure to various facets of the Indian way of life, culture, spirituality, adventure and sports, creativity and composite character of India and interaction with youth from different parts of the country.

2.      Guidelines and application form for these programmes may be accessed on MOIA website (www.moia.gov.in). Details of these Programmes would also be available on the website of this Ministry i.e. http://moia.gov.in  

3.         The following may be noted in this regard:

(i)      The participants comprising of overseas Indians in the age group of 18-26 years who have distinguished themselves in any field and have abiding interest in India and links with India through parentage, are selected by the Indian Missions in their respective countries. NRIs are not eligible to apply for this programme.

(ii)        Selected participants would be required to purchase air ticket for their journey from the country of residence to India and back, as per the schedule prescribed by the Ministry. Concerned Indian Mission/Post would reimburse 90% (ninety percent) of the total cost of air ticket (at lowest economy excursion fare) to the participants on successful completion of the programme by them.

4.        The expenses on International air travel from the countries of the KIP Participants to India and back and air / train travel of KIP participants from Delhi to Partner State and back to Delhi will be borne by Ministry of Overseas Indian Affairs. Generally the activities of KIP Participants within Partner State will involve visit to historical, cultural, industrial, academic and tourist places along with meetings with constitutional head, Hon’ble Governor, Speaker of the Assembly, Chief Minister, and other eminent personalities. They are also given exposure of village life and interactive sessions in premier university / institution / organisation within the State. This will promote the State to a distinguished group of Young Overseas Indians in their respective countries and will have ramifications in terms tourism, investment, education and glorious heritage of India.

            The Ministry of Overseas Indian Afairs, New Delhi has launched a scheme viz. “Tracing the Roots” in October, to help descendent of Indian Expatriates who emigrated decades ago to ascertain the areas and relatives in India to which their ancestors belonged. The details of the scheme and proforma of the application are available on MOIA’s website.  This scheme can prove very effective in promoting our engagement with overseas Indians.

           As per the scheme, applications are sent to MOIA either directly by the applicants or by the Indian Missions/Posts abroad.

GUIDELINES FOR PASSPORT PHOTO

 

The International Civil Aviation Organisation (ICAO) has stipulated certain mandatory specifications for passport photos. NIC guidelines for passport photos based on aforesaid ICAO guidelines is also enclosed.  The salient points are given below:-
 
1)         The image should be 2 inches by 2 inches;
2)         The image must have adequate brightness and contrast;
3)         The skin tone should be natural.  In case of over-exposure or under-exposure of the photo, the skin is either too dark or too light, photo will not be acceptable;
4)         It should show a close up of the head and (partial) shoulders;
5)         The image should be straight looking, centered with neutral expression;
6)         Face should be in sharp focus and clear with no ink marks/creases/lines;
7)         The face (from forehead edge to bottom of chin) should be 70 to 80% of the photo or one inch height;
8)         The eyes must be open and no hair obscuring the face;
9)         Prescription glasses if worn should be clear and thin framed and should not have flash reflection or obscure the eyes;
10)       Head coverings, hair, head-dress or facial ornaments should not obscure the face;
11)       The photo must have plain  light background;
12)       There must be no other people or object in the photo;
13)       The lighting must be uniform with no shadows on the face or behind;
14)       Red eye photos are not allowed;
15)       No lines are allowed.

16)       The photo should be ideally printed by professional photo studio with continuous tone; and good resolution.  Polaroid photos or photos printed with ordinary printers will not  be suitable for scanning.
17)       The photo should have preferably been scanned using NIC scanning software available in the NIC-CIPPS uploading software, with 300 DPI setting.  If use of NIC scanning software is not feasible, then branded software that comes with the scanner could be used with the following settings :- Color photo; 400 DPI
18)       The scanner glass surface should be cleaned regularly, so the scanned photo is clear   without any dust;
 
Passports Applications with photos that do not match the ICAO specifications are liable to be rejected by foreign immigration authorities, and could result in extreme inconvenience to the passport holder.
 



PUBLIC NOTICE



           The International Civil Aviation Organisation (ICAO) has set a deadline of the 24th November 2015 for globally phasing out all non-Machine Readable Passports (MRPs). From 25th November 2015 onwards, foreign Governments may deny visa or entry to any person travelling with a non-MRP passport.

 

2.       All handwritten passports with pasted photos earlier issued by
Government of India are considered nor-MRP passports. All 20-year validity passports will also fall in this category. The Government started issuing MRP passports since 2001. All new Indian passports are ICAO-compliant MRP passports.

 

3.       Indian citizens residing in India and abroad and holding handwritten passports as well as 20-year passports with validity beyond the 24th November 2015, should, therefore, apply for re-issued of passports and obtain MRP passports well before the deadline in order to avoid any inconvenience in obtaining foreign visa or immigration problem.

Indian Technical and Economic Cooperation (ITEC) Programme

 

         The Ministry of External Affairs, Government of India conducts training courses under the Indian Technical and Economic Cooperation (ITEC) Programme. The Consulate General of India in St. Petersburg has been nominating Russian nationals for various courses in India under the ITEC programme over the past several years.

2.         The Ministry of External Affairs conducted two special courses on ‘Election Management Principles and Practices’ during 2012-13. These courses received overwhelming response.

Pravasi Bharatiya Divas (PBD) is celebrated on 9th January every year to mark the contribution of Overseas Indian community in the development of India. January 9 was chosen as the day to celebrate this occasion since it was on this day in 1915 that Mahatma Gandhi, the greatest Pravasi, returned to India from South Africa, led India’s freedom struggle and changed the lives of Indians forever.

PBD conventions are being held every year since 2003. These conventions provide a platform to the overseas Indian community to engage with the government and people of the land of their ancestors for mutually beneficial activities. These conventions are also very useful in networking among the overseas Indian community residing in various parts of the world and enable them to share their experiences in various fields.

 Import of pets under Baggage Rules

 Central Board of Excise & Customs, Department of Revenue, Ministry of Finance, Government of India has decided, in amendment to Board’s Circular No. 94/2002-Customs dated 23/12/2002, to allow import of two pet animals as baggage only to persons transferring their residence to India after two years of continuous stay abroad in terms of Baggage Rules 1998 subject to production of the required health certificate from the country of origin and examination of said pets by the Quarantine Officer concerned.  This new dispensation had come into force with effect from 15 April 2013.  Import of animals (pets) in general would continue to be governed by Directorate General of Foreign Trade (DGFT) Policy.

Study India Programme (SIP)

Ministry of Overseas Indians Affairs (MOIA) initiated a programme “Study India Programme (SIP)” to enable overseas Indian youth (foreign citizens of Indian origin only; not including Non-Resident Indians) in the age group 18-26 years to undergo a short term course of four weeks to familiarize them with the art, culture, heritage, history and social and economic development of India. The Programme will be organized from 25 September-23 October, 2012 (tentative dates) in partnership with a select Institute of repute. There would be 30 participants in the programme. The participants would undergo a three week programme within the selected Institute with academic and cultural content and one week of field visits organized by the Institute.

Ministry of Overseas Indians Affairs (MOIA) is conducting the 24th "Know India Programme (KIP)" to enable overseas Indian youth (foreign citizens of Indian origin only; not including Non-Resident Indians) in the age group 18-26 years to undertake a three weeks programme. The content of the programme may include the following:

•    Presentations on the country, political process, developments in various sectors.
•    Interaction with faculty and students at a prestigious University/College/ Institute,
•    Presentation on the industrial development and visits to some Industries/ factories,
•    Visit to a village to better understand the typical village life,
•    Exposure to Indian media,
•    Interaction with NGOs and organizations dealing with women affairs,
•    Visit to places of historical importance/Monuments,
•    Taking part in Cultural programmes,
•    Exposure to yoga,
•   Call on high dignitaries, which may include President of India, Chief Election Commissioner of India, Comptroller and Auditor General of India, and Ministers in-charge of Overseas Indian Affairs, Youth Affairs and Sports.
 
1.   The Programme will be organized from 25 April to 15 May 2013 (tentative dates). There would be 40 participants in the programme.

2.   Details of the Programme, Guidelines and application form would be available on the website of this Ministry i.e. http:/ /moia.gov.in. Exact date for the programme would be conveyed at least a month before its commencement.

3.   Nominations may be sent by those residing in the consular jurisdiction of the Consulate by e-mail (hoc.spburg@mea.gov.in,patocg@indianconsulate.ru) or fax (6407221/) by 30/03/2013.
Nominations received after the prescribed last date would not be considered.

4.     Selected participants would be required to purchase air ticket for their journey from the country of residence to India and back, as per the schedule prescribed by the Ministry. The Consulate would reimburse 90% (Ninety percent) of the total cost of air ticket (at lowest economy excursion fare) to the participants on successful completion of the programme by them.
